The 24th International AIDS Conference Chinese Satellite was successfully held!

The 24th International AIDS Conference, hosted by the International AIDS Society (IAS), was held in Canada from July 29 to August 2, calling on the world to come together to re-engage and follow the science. The International AIDS Conference is currently the largest conference on AIDS in the world. During this period, the Chinese Preventive Medicine Association, with the support of the Chinese Association for Science and Technology (CAST), successfully held the Chinese Satellite on July 30, 17:45-19:15 Canadian time (July 31, 05:45-07:15 Beijing time) under the theme of "The Journey to Ending AIDS, Community Cooperation and Empowerment in China" to share the experience of China's AIDS prevention and treatment work with delegates from all over the world.

Feng Zijian, the Vice President and Secretary General of CPMA; Director of China AIDS Fund for Non-Governmental Organizations Management Committee Office, CPMA; Secretary General of the CAST UN Consultative Committee on Life Science and Human Health(CCLH) hosted the opening of the Satellite. The Assistant Director- General of World Health Organization, Prof. Ren Minghui and the Acting Director of UNAIDS Asia Pacific Regional Office, Prof. Taoufik Bakkali participated in the satellite and delivered opening remarks. Prof. Feng Zijian extended a warm welcome to all delegates firstly and then he nade a comprehensive introduction on the significant results achieved in China's AIDS prevention and control efforts around five aspects, which are: public's awareness of HIV/AIDS prevention and control has increased significantly, the HIV prevention and treatment service system and capacity have been improved, the prevention and control work in priority areas such as Liangshan Yi Autonomous Prefecture has achieved remarkable results, continuous substantial support has been given to social organizations for their effective participation in AIDS prevention and control and the world's first long-acting therapeutic drug and the first urine self-testing reagent have been successfully developed through China's continuous efforts in sci-tech innovation.

Prof.Ren Minghui, the Assistant Director-General of the World Health Organization, recognized China's contribution in the field of AIDS prevention and treatment in his speech. He mentioned that China has been working closely with international organizations such as the World Health Organization and UNAIDS, and is committed to providing high-quality HIV prevention and treatment services. In the past few years, several organizations such as the Chinese Preventive Medicine Association, the Chinese Center For Disease Control And Prevention, and the Chinese Association of STD and AIDS Prevention and Control have carried out diversified activities for HIV prevention. These activities have achieved remarkable results in eliminating mother-to-child transmission of AIDS, syphilis and hepatitis B. Finally, Prof. Ren Minghui expressed that World Health Organization hopes to continuously strengthen its partnership with China to jointly promote the UN's goal of Ending AIDS by 2030.


Taoufik Bakkali, the Acting Director of UNAIDS Asia Pacific Office made the opening remarks


Taoufik Bakkali, the Acting Director of UNAIDS Asia Pacific Office, mentioned in his speech that according to a report released by UNAIDS, there are 6 million people living with HIV in the Asia-Pacific region by 2021. In recent years, the Asia-Pacific region has continued to improve coverage of testing, diagnosis and treatment and viral suppression as well. Innovative approaches are introduced across the region, including oral PrEP, HIV self-testing and virtual interventions. Among them, China makes the most outstanding contributions. The Chinese government established the China AIDS Fund for Non-governmental Organizations (CAFNGO) in 2015, which mainly supports community-based organizations to deliver HIV services on prevention, testing, treatment and care to key populations and people living with HIV. Even when faced with enormous challenges during the COVID-19 outbreak, these organizations supported by CAFNGO managed to continue providing uninterrupted HIV-related services for vulnerable and marginalized communities in Wuhan and across the country. He would like to commend their hard work. Prof. Taoufik Bakkali hopes that China will continue to empower communities and share China's successes with the world.

The report session was hosted by Yi Heya, the Deputy Director of Chinese Preventive Medicine Association. Representatives and professionals from China CDC, CAFNGO and Tianjing Shenlan Public Health Consultation Service Center were invited to introduce the China's strategies and experiences in prevention and control of mother-to-child transmission of AIDS, syphilis and hepatitis B, as well as the model of Chinese social organizations participating in the prevention and treatment of AIDS  which using the fund as a platform.

"The capacity for HIV screening tests in China has improved significantly since 2021." Han Mengjie, the Director of National Center for AIDS/STD Control and Prevention from China CDC and the Member of the CAST UN Consultative Committee on Life Science and Human Health (CCLH), showed the AIDS Strategies and Progress in China. He said that China is comprehensively promoting two "Five-year" action plans and "Six Major Projects" to curb the spread of AIDS, and the 90-90-90 has been implemented with the intensified average. He looks forward to using the International AIDS Conference as the important platform to work together to fight AIDS.

Wang Changhe, the Deputy Director of National Center for Women and Children’s Health from China CDC, made the report under the theme of “Strategies and progress of prevention mother-to-child transmission of AIDS, syphilis and hepatitis B in China”. He introduced the PMTCT strategies and approaches from three aspects: the pilot scale-up, integrated services and supporting system. “It is estimated that 16,000 paediatric HIV infection was averted by the PMTCT program during the last 20 years.” He said that, “China is among the pioneering countries to have developed an integrated PMTCT strategy.” At present, China is developing national EMTCT action plan, aiming to eliminate mother to child transmission of HIV, syphilis and hepatitis B in 5 years.


Sha Sha, the Project Department Manager of China AIDS Fund for Non-Governmental Organizations Management Committee Office from CPMA


Social organizations are an important part of the participation in the AIDS response. Sha Sha, the Project Department Manager of China AIDS Fund for Non-Governmental Organizations (CAFNGO) Management Committee Office from CPMA, said in her report “NGOs' Participation in EMTCT In China” that the Chinese government attaches great importance to and supports the participation of social organizations in AIDS prevention and treatment. In 2015, the CAFNGO, which is specifically managed by the CPMA, was established as an important attempt to transform government functions and purchase social services in China's public health field. CAFNGO supports NGOs to provide services in the three main areas, which are, the intervention for key populations, providing care and support for people living with HIV, and EMTCT. By the end of 2021, CAFNGO supports an average of 800 social organizations each year, provides a total of 10 million intervention counseling services to key populations, nearly 50,000 new HIV cases were founded , and provide follow-up and also provides 1.4 million times of care and support services for people living with HIV/AIDS.

Yang Jie, the Director of Tianjing Shenlan Public Health Consultation Service Center, made the presentation on “Community engagement to promote access to HIV prevention and treatment services for key populations”. In his speech, he talked about how his social organization currently conducts on-site interventions and education through the establishment of fixed service stations, and also relies on the Internet to provide online services. “For each newly discovered HIV case, a dedicated staff member or volunteer will accompany them to the designated hospital to initiate treatment, and also helps those in treatment affected by COVID-19 to express medicine, etc. We also provide many human care services for the people living with HIV/AIDS."


It is understood that, with the joint efforts of the government at all levels and society as a whole, the AIDS epidemic in China has generally continued to be controlled at a low level. CPMA has been undertaking the work of CCLH since 2006, and has been making use of the International AIDS Conference and other important international stages to publicize China's achievements and experiences in AIDS prevention and treatment, and to cooperate with the government in the field of AIDS response. This Chinese Satellite showcased practical experiences in China's AIDS response from multiple perspectives, with implications for national, regional and global AIDS responses.
